There will be two round robin tournaments in 2006, one playing with Civ3, the other Civ4. The tournament structure will be the same for both sections, only the game setup will be different. A player may play in both sections if he or she chooses.
Depending on how many entrants there are in each section we will divide into groups of at least three and no more than five players. Players will play one match with each of the other players in their group. If there is more than one group in a section, all games must be completed before 1 July 2006.
If there is more than one group in a section then the players with the most wins from each group will advance to the championship group where they will play matches against the top players from the other groups. If more than one player from a group advances then all matches between the players from the premilinary phase will count in the results of the championship group. All games must be completed before 1 January 2007.
The champion will be the player with the most wins in the championship group. If two players have the same number of wins then the player who won their head-to-head match will be declared the champion.
To enter the tournament a player must join the CPBEML Yahoo! group and vote in the poll. The poll closes on 1 January 2006.
To determine who will play in which group each section will be divided into two collections of players. One collection will contain all players who have reported any league game result. The other collection will be for "newbies" who haven't yet reported a result. The newbies will be randomly assigned to groups in such a way as to evenly divided them as much as possible between the groups. The rest of the players will then be randomly assigned to groups.
As soon as a victory condition is achieved in the game or a player resigns, the game result will be announced on the mailing list by the winning player. If the AI achieves a victory condition then the human with the higher Civ score at the end of the game is declared the victor.
If a player goes a week without returning a move to his or her opponent, the opponent may declare the game abandoned by posting a message to the list and all of the absent player's games are dropped from the tournament. If the player responds on the list and continues playing all of his or her games then he or she can rejoin.
If a game from the preliminary phase is unfinished on 1 July 2006 the game will be decided by a panel of two or three judges.
To nominate someone as a judge, post a message to the list. If the person nominated accepts, he or she should reply to the message and indicate which section they'd be willing to judge, Civ3 and/or Civ4. All members of the league are eligible to both nominate and be judges. You need not be playing in the tournament.

Each player should post their most recent turn to the RR06 folder in our Yahoo! group file section. Each game should have two files posted, one from each player. If only one player posts a file, that player will be automatically judged the winner. The files must be posted by 8 July 2006.
Once both files are posted, the tournament administrator will randomly assign two judges to each game. The judges will not have played in the same group as the game they're judging. Each judge will download the save games. If the player password protected the game, the player should email the password to the judges. The judges examine each file and decide who was more likely to win the game or if there's no clear winner. Each judge emails their decision to the administrator. If the judges disagree on who was more likely to win a third judge will be assigned to decide the result. The administrator will compile the results and announce the decision on the list.
Judged results, including those where only one player posts a game file, will only apply to the tournament for the purposes of determining who qualifies for the championship phase. These results will not be included in the results database. Players are encouraged to continue playing the game to it's natural conclusion and then post the actual result to the list.
