There will be two round robin tournaments in 2007, Civ4:Warlords and Civ3:Conquests. The tournament structure will be the same for both sections, only the game setup will be different. A player may play in any of the sections that he or she chooses.
To enter the tournament a player must join the CPBEML Yahoo! group and vote in the poll. The poll closes on 31 January 2007. If a player wishes to join the tournament after the new year, he or she should post a message to the mailing list. No new entries will be accepted after 31 March 2007. If a player unsubscribes during the tournament, he or she will be removed from the tournament.
Each player will play every other player in their section once.
As soon as a victory condition is achieved in the game or a player resigns, the game result will be announced on the mailing list by the winning player. If the AI achieves a victory condition then the human with the higher Civ score at the end of the game is declared the victor.
The champion will be the player with the most wins at the end of the year. If a game is unfinished at the end of the year and within the game the year is later than 0AD, the players post the current score and each player is credited with a proportional win based on the formula P1/(P1+P2) where P1 is the score of the player and P2 is the score of his opponent. If a game is unfinished at the end of the year and within the game the year is earlier than 0AD then the game does not count in the tournament. The proportional win values are added to the wins to determine the total wins in the tournament.
If a player withdraws from the tournament without completing a game or at year's end all of his games are unfinished, none of that players' games are counted in the final standings. If at least one game is finished then the proportional win rule applies to the unfinished games.
On 1 January 2007, the tournament administrator will randomly determine which player in each pairing will initiate the game. The administrator will attempt to keep the number of games each player initiates roughly the same as the number of games their opponents initiated. If a player joins the tournament after January 1st, the administrator will immediately publish the list of new games with the new player and determine which of those games the new player initiates.

If at the end of the year more than one player have the same number of wins in the tournament then the tie will be broken by the most wins and proportional wins in the game or games between the tied players. If the players are still tied then they're tied. Deal with it.
