To enter the tournament players should send the admin an email with their first round leader preferences. The first round pairings will be announced January 3rd or 4th. If there are an odd number of players entered, the last player to enter will not be paired that weekend. New entries will be accepted until the second round pairing are announced during the first week of February 2009. The first late entry will be paired with an "odd" player, if there was one. Subsequent late entries will be paired in the order they enter.

Before each round, each player will send a first, second and third choice for preferred leader to the admin. When the pairings are determined the admin will compare both players lists of preferred leaders and assign each player their most preferred civ which does not conflict with their opponent's most preferred civ. No player may play as the same leader more than once in the tournament.
There must be at least eight players participating in this tournament and the number of players must be even. There will be six rounds of games. The first round's pairings will be made randomly. The pairing for each subsequent round will be determined by calculating a partial tournament score (PTS) based on the results of the games from the previous rounds. If a game has been completed that contributes 1 towards the winning player's PTS and 0 to the losing player's PTS. All incomplete games will contribute some fraction to each player's PTS based on the current score in the game using the formula civscore/(civscore + opponent's civscore). The players will then be paired against the player with the closest PTS whom they haven't already played in the tournament. Each round of games will begin approximately one month after the previous round and there are no time limits for completing the games.
When a player achieves a victory condition or their opponent resigns the game, the winning player posts a message to the list describing the victory. The player with the most wins after six games will be declared the War Monger Champion. If more than one player has the same number of wins then the champion will be determined by whomever has the best won-loss record amongst the tied players. If the tied players did not play each other, then a seventh round of games will be played to determine the champion.
If a player withdraws from the tournament a replacement will be sought to start new games against the withdrawing player's opponents. These replacement games will have the humans playing the same leaders as the games they're replacing.
If a player does not respond to a move within one week, his or her opponent should post a message to the list and if the player does not reply within three days, he or she will be removed from the tournament and a replacement sought to start new games against the affected opponents. These replacement games will have the humans playing the same leaders as the games they're replacing.
